When you assign the rare governor - John Baltis Neherua - to a city, facilities in that city that increase the world's oxygen levels will increase oxygen levels even more.
Secondly, building new facilities in that city will cost less credits. This effect does not affect the costs of upgrading already built facilities or facilities that are already being built.
This governor's power booster ability only affects Oxygen Growth, and not Construction Cost, since Construction Cost cannot be boosted.

In spite of their seemingly singular focus, the sacred mission of the Daughters of Gaia is twofold: to worship and spread life to barren planets, and to simultaneously make those planets suitable for long-term human settlement. Balancing those agendas presents a unique challenge, as humanity has proven stubborn at best, self-destructive at worst when it comes to wasting Earth's natural gifts. Their leaders knew since departing Venus that claiming custody of new worlds would require a brand new approach to modern living among the flora and fauna they'd create. Thankfully, their own John Baltis Neherua is more than up to the task.
A self-proclaimed "bio-architect." Neherua specializes in designing, growing, and carefully shaping organic structures for the purpose of creating lasting shelters. He was first inspired by centuries-old Earth dwellings which were built in harmony with their natural surroundings, such as Fallingwater and Casa Mila. These examples of organic architecture heavily informed his early career, but he became enamored with the belief that an expert bio-engineer could actually sculpt living domiciles from scratch, to be grown and finalized as the planet itself came to life. The Rose Queen was more than eager to test this theory on newly claimed worlds, and sure enough, by the time Europa first blossomed, John had successfully produced hundreds of organic shelters across its surface, with minimal man-made components to shield against the moon's more unpredictable elements.
Neherua is separate from his Gaian colleagues in his admiration for the Sons of Hephaestus, for they too see themselves as stewards of fragile worlds, with no patience for waste or haphazardness. But the ideological chasm that separates them is one he cannot cross, for his life's work is in proving that humanity can achieve oneness with nature, so long as these stewards recognize this enduring obligation. By claiming ownership of not just the worlds themselves, but of the native life birthed by Gaian ingenuity, John knows that an everlasting symbiosis can be achieved.
