When you assign the epic governor - David Munoz - to a city, facilities in that city that increase the world's pressure will increase pressure even more.
Secondly, facilities in that city that increase population, such as the Spaceport, will increase population even more. This effect does not affect native birthrate, population growth caused by events such as Population Boom, or population growth caused by the Space Elevator.
Thirdly, upgrading existing facilities in that city will take less time. This effect does not affect the time it takes to build brand new facilities or facilities that are already being upgraded.
This governor's power booster ability only affects Pressure Growth and Population, not Upgrade Time, since Upgrade Time cannot be boosted.

As if the environmental ravages of the Sundering presented too small a challenge, the devastation of widespread diplomatic collapse also led to historic distrust of storied Earth institutions such as the United Nations. When the international union first announced the formation of its own space agency at the height of the crisis, many assumed it would be used to shuttle the wealthy elite off a dying planet. Fortunately for the UNSA, newly elected Secretary General David Munoz stepped into the spotlight as an inspiring communicator for their historic vision of an enlightened future, one that would not abandon Earth or its people.
While affluent opportunists sought only to exploit the hidden resources of Mars and Venus, Munoz called for rapid development of near-Earth and lunar installations to help rebuild orbital infrastructure and stabilize the devastated homeworld. This could be achieved, he insisted, by treating space exploration as a public works project, with the UNSA mobilizing vast resources and personnel toward global reconstruction and revitalization. Many skeptics ridiculed this optimistic plan, but the chances it afforded to struggling citizens worldwide meant that Munoz easily commanded the political will to see it through, and within a decade Earth had rebuilt its orbital networks into a wonder of state-of-the-art technologies.
Throughout his tenure, Munoz has weathered challenges from populist rivals who accused him of being out of touch. He was told that his plan favored those who had not earned special treatment, and that it shunned valid offers from private enterprise to accelerate humanity's true potential. But Munoz remained steadfast in his devotion to cooperative achievement, and as the Sundering faded from memory, his supporters declared the start of a new spacefaring age known as the Accelerando, with David as its unofficial patron. Now serving his third consecutive term as Secretary General of the UNSA, and with the first resettlement convoys touching down on the red planet, Munoz knows that Mars will be the ultimate proving ground of his belief in the innate pioneer spirit of all mankind.
